最近我们有一个非常好的消息,International Journal of Project ManagementIJPMIPMA的学术研究期刊)已被汤普森科学世界的社会科学索引SSCI(原ISI)收录。这对IJPM是好消息,对项目管理学术研究团体是好消息,对项目管理领域是好消息,对IPMA也是好消息。

ISI计算其所收录的每个期刊的影响因子,即每篇论文在发表后的两年内被ISI索引期刊的其他论文引用的平均次数。高影响因子作为一个期刊发表高质量研究的指标,低影响因子则是无人关注的指标。根据影响因子的计算方式,2012年之前我们不能确切知道IJPM的影响因子是多少,但是早期的指标表明大概是1.5,这对管理类期刊是很高的。如果这被证实,就将表明IJPM是高质量的期刊。

 全世界的大学都采用他们员工所发表论文期刊的影响因子作为衡量他们绩效的主要指标,有些大学还作为唯一的指标。最近在英国进行的大学研究评估活动(University Research Assessment Exercise ,简称RAE)中,有5个衡量学术研究期刊质量的指标,但是仍然有一些英国大学使用ISI影响因子作为唯一的衡量指标。这意味着在以此为唯一指标的大学里工作的学者必须在ISI收录的期刊上发表他们的论文。直到现在,项目管理领域现有的四个研究期刊都没有被ISI收录,这意味着项目管理领域的学者不得不在其他地方发表他们的论文。其它学科的人也以没有项目管理期刊被列入ISI的事实为理由妄称项目管理不是一个适当的学科。所以,随着IJPM现在被列入ISI,项目管理作为一个适当学科能够被认可,而且,项目管理领域的学者有了一个研究论文的发表途径,这些论文将作为他们年度工作绩效和职业生涯进步被认可的成绩。

The International Journal of Project Management admitted to the Thompson World of Science Social Science Citation Index

(formerly ISI)

 

We have recently had very good news; the International Journal of Project Management, (IJPM, IPMA’s academic research journal) has been admitted to the Thompson World of Science Social Science Citation Index (formerly known as ISI).  This is good news for IJPM, it is good news for the academic research community in project management, it is good news for the field of project management, and it is good news for IPMA.

 

ISI calculates what is known as an Impact Factor for each journal it lists.  This is the average number of times each paper is cited by other papers published in journals in the ISI index in the two years following its publication.  A high impact factor is taken as an indication that a journal is publishing quality research, a low impact factor as an indication that nobody notices.  Given the way impact factor is calculated, we will not know for certain until 2012 what IJPM’s impact factor is, but early indications show that it is about 1.5, which is high for management journals.  So if that is confirmed, it will indicate that IJPM is a high quality journal.

 

Universities around the world use the impact factor of the journals members of their staff are publishing in as a primary measure of their performance.  Some use it as the only measure.  In the University Research Assessment Exercise (RAE) conducted recently in the UK, there were five measures of quality of academic research journals, but even still some universities in the UK use ISI impact factor as the only measure.  This means that academics working for universities which use it as the only measure have to publish their papers in ISI listed journals.  Up until now none of the now four research journals in project management have been in listed ISI, which meant that academics in the field of project management had to publish their work elsewhere.  People from, other academic disciplines also used the fact that no project management journals were in ISI as a reason for saying that project management was not a proper academic discipline.  So with IJPM now in ISI we can win recognition of project management as a proper academic discipline and academics in the field of project management have an outlet for their research papers which will be recognized in the achievement of their annual performance objectives and their career progression.

 

(The other three journals in project management are: PMI’s Project Management Journal, PMJ, now published by Wiley; the International Journal of Managing Projects in Business, published by Emerald and the International Journal of Project Organization and Management published by Inderscience.  PMJ is almost 40 years old, IJPM is 27 years old and the other two were launched last year.)

 

IPMA has as one of its two primary aims to support the development of field and discipline of project management.  In order to do that IPMA should want to support a strong academic community.  The academic community may be small compared to the practitioner community, and so IPMA’s main set of stakeholders are practitioners.  But a strong academic community is important to the development of project management as a profession, and it is also important that project management should be recognized as a proper academic discipline.  Thus IPMA is making a significant contribution to the development of the profession of project management by supporting the publication of an academic research journal in project management, and that contribution is now far greater given that IJPM is listed in ISI.

 

It is the case that to gain admission to ISI, and to achieve a high impact factor, IJPM will not always publish papers of immediate interest to practitioners.  IJPM is targeted at the academic community, not at the practitioner community.  IJPM is of more interest to practitioners than many academic journals and many practitioners tell me that they find value from reading the papers, and I believe that if people find just one an issue of interest then that repays their subscription.  But IJPM’s primary focus is the academic, and IPMA must recognize that this is important to support the academic community, and so achieve its aim of supporting the development of the field, discipline and profession of project management.  IPMA may also want to publish a review journal for practitioners.  That is great, but it should be as well as and not instead of publishing a high quality academic journal.  The high quality academic journal is a necessary condition for the development of project management, the review is not.

 

IJPM is half owned by each of IPMA and the publishers Elsevier (part of the Anglo-Dutch Reid Elsevier Group).  Elsevier is the world’s leading publisher of academic research journals, publishing 40% or all those published.  As a leading publisher of research journals, Elsevier make a significant contribution to maintaining and developing the quality of IJPM.  I have heard it suggested that IPMA should buy back their 50% share from Elsevier.  It would be strange indeed if IPMA were to do that at the time that PMI found it in their best interest to transfer PMJ to Wiley.  Elsevier have made a significant contribution to getting IJPM into ISI and will make a significant contribution to keeping it there, which will be the best result for IJPM, for the academic research community in project management, for the field, discipline and profession of project management, and thus for IPMA.
